National Infrastructure for Community Statistics (NICS) Manager
The NICS Manager will lead a multi-organizational process to develop and implement the National Infrastructure for Community Statistics (NICS), an innovative web-based marketplace aimed at providing access to thousands of community-level data sets across the U.S. and to services related to these data (e.g., mapping, dataset integration, and analysis). The manager will guide NICS through its start-up phase over the next year and brings it to full-scale implementation in the second half of 2006. This goal will be achieved through leadership of the 200-member NICS Community of Practice (CoP) and its committees. The NICS CoP is comprised of representatives from federal, state, and local government agencies, national and local nonprofits, research institutions, and commercial enterprises with an interest in the development of NICS.
Special Education/Experience Requirements:
- Masters Degree in public policy, social science, business, or computer science
- Work experience in fast-paced public purpose enterprises (e.g., government, non-profit, or policy/political organizations) strongly preferred
- Professional experience with community-focused public policy, community-focused data analysis, and advanced information technology preferred
- Professional experience in organizational start-up and development strongly preferred
- At least five years of professional experience
Special Knowledge/Skills Requirements:
Some combination of skills and knowledge in the following areas:
- Community-level data sources, analysis, uses, and issues
- Data analytic and mapping tools and statistical packages
- Metadata standards and development
- Service-oriented architecture, web services, XML, Semantic web
- Organizational development
In addition, the following are strongly preferred:

Principal Duties And Responsibilities:
75% Leadership and Management of NICS Development Process - Through managing outside consultants and UMI staff and guiding the work of CoP Committees, responsible for the performance of the following:
- Assessment of markets for NICS services
- Design and operation of NICS Affiliates Program (affiliates are potential NICS service providers)
- Development and implementation of NICS business model
- Design and development of initial NICS service-oriented platform
- Securing of institutional sponsorship for long-term hosting of platform
- Development of protocols for participation in NICS
- Design of approach to metadata standards development
- Development and implementation of strategy for long-term NICS funding
- Development and maintenance of good relations with relevant national community statistical system efforts, such as the Key National Indicators Initiative, DataPlace, National Neighborhood Indicators Partnership, Census Information Centers, and Geospatial One-Stop
- Implementation of efforts to raise awareness of NICS in broader public policy and foundation communities
- Development of plan for full implementation of NICS in fall 2006
25% Management of NICS CoP Activities - Utilizing UMI staff and outside consultants, responsible for the following:
- Planning and organization of quarterly meetings of the NICS CoP
- Organization and staffing of regular meetings of NICS Executive, Operations, and Program committees
- Maintenance of NICS CoP web site and collaborative work spaces
- Communications with NICS CoP members
- Efforts to expand participation in NICS CoP
- Representation of NICS CoP at public events
