Each month in 2005, ARS will be introducing its Board members and Associates. This month, we introduce Katherine Perez, Executive Director of the Transportation & Land Use Collaborative of Southern California (TLUC), and Pike Powers, Partner, Fulbright & Jaworski, L.L.P.
Katherine Aguilar Perez is the Executive Director of the Transportation & Land Use Collaborative of Southern California (TLUC). Katherine is a professional transportation planner with experience in national policy, regional planning and local government. She was recently recognized as an ?Outstanding Leader? in Business Life Magazine based in the San Gabriel Valley.
The Collaborative (formerly known as the Southern California Transportation & Land Use Collaborative) is the first organization created to promote solely for the linkages between transportation and land use. Since its formation June 1, 2000, the Collaborative has been published in the Los Angeles Times and has met with key legislators and numerous policy makers in the region.
Before coming to TLUC, Katherine served as the Deputy to the first city-wide elected Mayor, William Bogaard, in Pasadena, California. She worked on a variety of issues including transportation, land use, and planning. Katherine also worked on Latino constituent?s issues. With a professional background in transportation, she was able to work with community on many developments such as the Gold Line Light Rail Extension, a 13 mile project from Los Angeles to Pasadena.
She currently serves on the CORO Board of Directors, a leadership development organization, and is a member of the Urban Land Institute Executive Council in Los Angeles and is a member of the national ULI Community Development Council. Ms. Perez is also a member of the Board of Directors of the recently created Center for Transit Oriented Development which is a project of Reconnecting America.
She is a frequent speaker at national, state and local conferences on the issues pertaining to land use, development, transportation, community planning, and civic engagement. Katherine received her Masters Degree in Urban Planning and Transportation from UCLA and her Bachelors Degree in Political Science from CalState Northridge.

A partner since 1978, Pike Powers is Partner-in-Charge of Fulbright & Jaworski L.L.P.'s Austin office. Mr. Powers was Executive Assistant to Governor Mark White in 1983 and from 1972 to 1979 represented Jefferson County in the Texas House of Representatives. He has extensive experience in handling complex legal and political issues before state courts and federal courts, as well as federal and state agencies.
Mr. Powers has been a member of the Board of Directors of the State Bar of Texas and has held various posts as well in the American Bar Association and in the Texas and American Bar Foundations. He is a former chairman of the Board of the Austin Chamber of Commerce. Mr. Powers is a member of the Maritime Law Association of the United States, the Federation of Insurance and Corporate Counsel and the National Association of Railroad Trial Counsel.
Mr. Powers received a B.A. in 1962 from Lamar University and a J.D. in 1965 from The University of Texas. He was admitted in 1965 to practice law in Texas. He was named as a "Texas Super Lawyer" in general litigation law in the November 2003 issue of Texas Monthly.
